Now that I recognize. It looks like the lady may have had a county or state weatherization program do some work at one time or another. That stuff was a cheap way to keep out cold winter air and keep pipes from freezing. It was done just like that to one of my neighbor’s houses. Done by our city weatherization program instead of actually fixing the problem. For my neighbor the damage was caused by a leak around the sink drain that rotted the plywood cabinet bottom. Rats eventually found their way through the floor of my neighbors house because of the damaged area.
